Among renewable energy sources, offshore wind power has emerged as a central pillar of Japan's energy strategy.
While the government has established frameworks through Port Projects and Round 1–3 tenders, several developments in 2025 – including the withdrawal of the selected developer from Round 1 and slow progress in some Round 2 and 3 projects – have highlighted structural and institutional challenges in bringing projects to fruition.

- Short-Term Recommendations: Focused improvements without law amendment, targeting the re-tendering of Round 1 and Round 4.
- Long-Term Recommendations: Strategic reforms envisioned for Round 5 and beyond to ensure sustainable market development and investor confidence.
To enable the stable and scalable deployment of offshore wind, Japan needs to address three critical areas:
- Auction Framework: Timely auction reform, including evaluation criteria optimisation will be key to accelerating capacity build-out.
- Offtake Mechanisms: Enhancing offtake mechanisms such as updating price caps and transitioning to more bankable schemes will help align bids with market realities.
- Other Market Bottlenecks: Resolving bottlenecks around certification, curtailment, and supply chain visibility will be essential to unlock investment and promote regional economic development.
