About Pope John
PJ is a licensed engineering professional with a Master’s degree in Energy Engineering from the University of the Philippines Diliman. He possesses a robust background spanning both traditional and renewable energy sectors, having held various technical and leadership roles within the oil and gas industry prior to transitioning to the clean and sustainable energy. At the Global Wind Energy Council (GWEC), he is engaged in strategic policy research, regulatory gap analysis, framework development, and market assessment to support the advancement of offshore wind in emerging markets such as the Philippines.
Prior to joining GWEC, PJ served at the Philippine Department of Energy, where he was involved in energy systems modelling, site suitability assessments, and key foreign-funded offshore wind initiatives. These included the Marine Spatial Planning project under the Southeast Asia Energy Transition Partnership hosted by the United Nations Office for Project Services (ETP-UNOPS), the Offshore Wind Port Development Programme by the Asian Development Bank (ADB), and the 5th Green Energy Auction Programme (GEAP) focused on offshore wind technology. His public service experience enabled him to collaborate with a wide range of stakeholders at both multi-sectoral and cross-cultural levels. In conventional fuels, his corporate stint strengthened his competencies in project delivery, facility management, risk analysis, and commercial operations — particularly through overseeing asset integrity health check-ups of petroleum storage facilities nationwide.
PJ is an inducted member of the prestigious Phi Kappa Phi Honor Society and an active member of Mensa, reflecting his dedication to academic excellence and critical thinking pursuit.
