Vietnam shares offshore wind competitive investor selection model at GWEC’s APAC Summit  

16 September 2025, Melbourne, Australia | A representative from the Ministry of Industry and Trade of Vietnam has shared the country's offshore wind competitive investor selection model for the first projects at GWEC's APAC Wind Energy Summit 2025, which began today in Melbourne.  

The official expects that the government will follow the two-stage investor selection model for projects developed by non-SOE developers, with the mechanism ensuring 17 GW of offshore wind is developed by 2035.  

Last year, GWEC delivered a report, ‘Vietnam Offshore Wind Competitive Investor Selection Study’ to the Vietnamese government. The report detailed how the country can procure renewable energy more cost-effectively if it adopts GWEC's proposed two-stage competitive model for offshore wind development in the market. The report was a result of a year-long consultation with key offshore wind industry stakeholders and gave the government data-driven analysis of offshore wind procurement to help inform the decision-making process.

Notes 

• Vietnam’s wind energy sector is accelerating.  

• The PDP8 Revision (April 2025) sets offshore wind targets of 6–17 GW by 2030–2035 alongside 10% annual GDP growth forecasts. 

• Onshore wind reached 6 GW by the first half of 2025, aiming for 26–38 GW by 2030.  

• The country is also aiming to be the wind supply chain hub for the region, with a plan to build two manufacturing hubs by 2030.  

• With these targets, Vietnam is the third largest wind market in APAC and an attractive destination for investors.   

Việt Nam chia sẻ mô hình lựa chọn nhà đầu tư cạnh tranh cho điện gió ngoài khơi tại Hội nghị Thượng đỉnh APAC của GWEC  

Ngày 16 tháng 9, Melbourne, Úc | Đại diện Bộ Công Thương Việt Nam chia sẻ mô hình lựa chọn nhà đầu tư cạnh tranh cho các dự án điện gió ngoài khơi tại Hội nghị Thượng đỉnh Điện gió Châu Á – Thái Bình Dương (APAC Wind Energy Summit 2025) do GWEC tổ chức, khai mạc hôm nay tại Melbourne. 

Đại diện này cho biết, Chính phủ dự kiến áp dụng mô hình lựa chọn nhà đầu tư hai giai đoạn đối với các dự án do doanh nghiệp ngoài quốc doanh phát triển. Cơ chế này nhằm bảo đảm đạt mục tiêu phát triển 17 GW điện gió ngoài khơi vào năm 2035. 

Năm ngoái, GWEC đã trình lên Chính phủ Việt Nam báo cáo “Nghiên cứu lựa chọn nhà đầu tư cạnh tranh cho điện gió ngoài khơi Việt Nam”. Báo cáo nêu rõ Việt Nam có thể mua điện tái tạo với chi phí hiệu quả hơn nếu áp dụng mô hình cạnh tranh hai giai đoạn do GWEC đề xuất. Tài liệu này là kết quả của quá trình tham vấn kéo dài một năm với các bên liên quan trong ngành điện gió ngoài khơi, cung cấp phân tích dựa trên dữ liệu để hỗ trợ quá trình ra quyết định của Chính phủ. 

Phát biểu tại Hội nghị Thượng đỉnh APAC, bà Rebecca Williams, Phó Giám đốc Điều hành Hội đồng Năng lượng Gió Toàn cầu (GWEC), cho biết: “Chúng tôi rất vui mừng khi thấy Chính phủ Việt Nam thực hiện bước tiến quan trọng này để thiết lập cơ chế lựa chọn nhà đầu tư cạnh tranh cho điện gió ngoài khơi. Tham vọng đưa 17 GW điện gió an toàn lên lưới điện quốc gia đang dần trở thành hiện thực.” 

Ông Bùi Vĩnh Thắng, Giám đốc Quốc gia của GWEC tại Việt Nam, chia sẻ: “GWEC và toàn ngành rất hào hứng trước động thái then chốt này của Chính phủ. Với bước đi này, chúng tôi kỳ vọng các dự án do khu vực tư nhân và các doanh nghiệp nhà nước phát triển sẽ bắt đầu khảo sát từ năm tới. Việt Nam đang đi đúng hướng để trở thành cường quốc điện gió ngoài khơi trong khu vực Châu Á – Thái Bình Dương.” 

Thông tin bổ sung 

• Ngành điện gió Việt Nam đang tăng tốc. 

• Bản điều chỉnh PDP8 (tháng 4/2025) đặt mục tiêu điện gió ngoài khơi 6–17 GW vào giai đoạn 2030–2035, cùng dự báo tăng trưởng GDP 10% mỗi năm. 

• Điện gió trên bờ đã đạt 6 GW vào nửa đầu năm 2025, hướng tới 26–38 GW vào năm 2030. 

• Việt Nam đặt mục tiêu trở thành trung tâm chuỗi cung ứng điện gió của khu vực, với kế hoạch xây dựng hai trung tâm sản xuất vào năm 2030. 

• Với những mục tiêu này, Việt Nam hiện là thị trường điện gió lớn thứ ba tại khu vực APAC và là điểm đến hấp dẫn cho các nhà đầu tư.
