27 February, Tokyo, Japan | The GWEC team have met with officials to hand deliver a letter calling on the Japanese government to strengthen support for the country's offshore wind sector. The letter was supported by Global Wind Energy Council (GWEC), Asia Clean Energy Coalition (ACEC) and Climate Group RE100, representing the offshore wind industry and corporate renewable energy buyers in the region.
The letter calls on the Japanese government to establish robust, predictable support mechanisms for upcoming offshore wind auctions, including appropriate ceiling and floor prices, indexation throughout the operational period, and a long-term decarbonisation auction framework for offshore wind.
Why does this matter? Japan has ambitious renewable energy targets, but offshore wind development has been slow to scale. Over 90 Japanese companies are RE100 members, yet only 36% of their electricity currently comes from renewables, which is below the 53% global average for RE100 members. Demand for clean energy is outpacing supply, and large-scale offshore wind is the greatest opportunity to close that gap.
History is clear: no successful offshore wind market has emerged without early government support. But once the first several GW of projects are underway, costs fall sharply; just as they have in mature markets across Europe, Asia and North America. Japan can follow the same path.

2026年2月27日、東京 | GWECチームは、日本の洋上風力産業への支援強化を日本政府に求める書簡を直接手渡すため、政府関係者と面会しました。本書簡は、Global Wind Energy Council（GWEC）、Asia Clean Energy Coalition（ACEC）、およびRE100を主導するClimate Groupが支持しており、地域における洋上風力産業および再生可能エネルギーを調達する企業需要家を代表するものです。
本書簡では、日本政府に対し、今後実施される洋上風力入札に向けて、強固で予見可能な支援制度を確立するよう求めています。具体的には、適切な上限価格および下限価格の設定、運転期間を通じた物価指数連動型の価格調整、そして洋上風力向けの長期脱炭素電源オークション制度の枠組構築が必要であるとしています。
日本は野心的な再生可能エネルギー目標を掲げていますが、洋上風力の導入は十分な速度で進んでいません。
日本企業のうち90社以上がRE100に加盟しているものの、現在使用電力に占める再生可能エネルギー比率は36％にとどまり、RE100加盟企業の世界平均である53％を下回っています。クリーンエネルギーへの需要は供給を上回っており、そのギャップを埋める最大の機会が大規模洋上風力です。
歴史が示す通り、初期段階における政府の支援なしに成功した洋上風力市場は存在しません。しかし、最初の数GWのプロジェクトが実現すればコストは大きく低下します。これは欧州、アジア、北米の成熟市場で既に実証されており、日本も同様の道をたどることができます。
