Description of the Indo-European Offshore Wind Project (2013-2018):


This project will look to facilitate India’s transition towards low carbon development by supporting implementation of national policies and programmes for offshore wind.

The consortium includes Indian and European partners: Centre for Study of Science Technology and Policy, GL Garrad Hassan and World Institute for Sustainable Energy. The project will be implemented across locations in India and several Europe Union member states.



Your responsibilities include but are not limited to coordinating and managing project activities in close cooperation with the Project Management Group (PMG). In this role you will be responsible for time bound delivery and coordination of overall project content and you will be accountable for all aspects of project planning, budget and resource management. In addition, part of your role will be operations management.


Essential responsibility:


  • Responsible for ensuring seamless coordination between all consortium partners and relevant project staff
  • Ensure timely delivery on all aspects of this Project
  • Develop and maintain effective relationships with project stakeholders in support of the consortium partners’ work under the Project
  • Responsible for the day-to-day management, delivery of project actions and financial management for the duration of the project.
  • Will have final responsibility of providing quarterly project reports (including financial accounts) to the Project Executive Committee, and responding to any requests for information
  • Will write and produce the annual reports for submission to the European Commission
  • Work in close cooperation with the Project Management Group to manage all external consultants and their contractual obligations
  • Required to undertake all possible efforts towards maintaining sound financial management with the Project Finance Officer
  • Will administer staff hired or seconded to the project management unit and be responsible for guidance and management of these staff members
  • Proactively identify corrective actions to address project delays & identified risks

Person Specification


Essential requirements:


  • Extensive experience at a senior management level managing multiple grants /projects in the field of renewable energy in a complex and challenging environment.
  • Strong communication, technical writing and staff management skills with experience of managing operations and finance personnel as well as partners in a multi-cultural setting
  • Previous experience of operating across the public and private sector entities in India
  • Proven ability to plan strategically and work within diverse organizational settings


Desirable requirements/characteristics:


  • - Proven expertise on wind power project development, environmental impact assessment and clean energy policy development issues in India
  • Previous experience or knowledge of managing grants by the European Commission
  • Work experience in the Indian power sector would be an added advantage
  • Strong team player – collaborates well with others to solve problems and actively incorporates input from various sources
  • Able to articulate technical concepts in non-technical terms
  • Prior experience with global teams that are not co-located



  • Minimum 8 years experience in financial management, including in regular oversight of financial procedures, budget management and donor reporting
  • Master’s degree in project management, energy studies or similar; or equivalent practical experience on relevant issues.
