Description of the Indo-European Offshore Wind Project (2013-2017):


This project will look to facilitate India’s transition towards low carbon development by supporting implementation of national policies and programmes for offshore wind.

The consortium includes Indian and European partners: Centre for Study of Science Technology and Policy, GL Garrad Hassan and World Institute for Sustainable Energy. The project will be implemented across locations in India and several Europe Union member states.


Job Purpose:


The Project Finance Officer will work within the GWEC/EWEA finance department to support GWEC and the Project Manager leading project management initiatives, in all budgetary and financial reporting aspects. In this role you will be responsible for timely coordination of overall project budget and you will be accountable for project financial planning and budget management. In addition, you will monitor third party contracts under this project for ensuring compliance with EU grant rules.


Role and Responsibilities:


Financial initiation:

  • Assist the Project Manager in the formal aspects of the preparation of annual and quarterly reports (financial);
  • Collect, verify and process all financial and legal documents required from project partners/beneficiaries;
  • Assist Lead Partner (GWEC) in financial negotiation with project partners/ beneficiaries (budget adjustments, information on eligibility of costs, etc.)
  • Carry out the analysis of financial guarantees in conformity with the financial regulations; Follow up the financial implementation of project activities, check cost statements;
  • Prepare payment orders ensuring that are they are financially and procedurally correct, that is, in conformity with the contract and the EU grant regulations;
  • Liaise with Project Manager and Project Manager Group on all financial issues;
  • Ensure compliance with all general contract conditions and finance procedures;
  • Ensure timely closure of contracts and administrative commitments;


Financial coordination and support:                     

  • Contribute to develop and implement homogeneous and compatible procedures (India to Europe) and methods to process and access financial information and documents for European and Indian partners
  • Provide support to Lead Applicant (GWEC) in all the financial processes (preparation, amendment and closing of contracts, commitments, payments and recoveries) in order to solve specific financial issues as well as to ensure financial viability
  • Prepare and finalise notes and financial correspondence with project partners
  • Contribute to the efficient functioning of the financial team across all partner organisations, providing back up for colleagues when needed


Information Management and Audit:

  • File financial documents, correspondence and requests for clarification, according to filing rules
  • Open/register/filter incoming mail related to financial issues and route mail to appropriate individuals/units
  • Oversee all original contracts and the corresponding database
  • Maintain a master archive of signed contracts and advance payments at the level of the unit in agreement with EU Grant rules
  • Ensure quality/coherence of financial and contractual data in/between different databases
  • Prepare replies to requests for information from the hierarchy and other services within the Commission
  • Assist GWEC in the collection of the necessary information for yearly project audit


Person Specification


Essential requirements:


  • Diploma in a field related the profile of the post (finance, accounting or audit) and/or relevant additional studies or certification)
  • Budget management experience of similar sized projects /organisations
  • At least 4 years of previous professional experience in the field of EU finances which must be acquired in a similar position (i.e. EU grants, procurement, contract management, accounting)
  • Previous professional experience in multicultural environments (especially with India related projects)
  • Excellent oral and written command of English
  • Proactive attitude and proven teamwork skills
  • Good communication and social skills
  • Excellent knowledge of Accounting Software
  • Excellent knowledge of MS Word and Excel


Desirable requirements:


  • Previous budget management experience with multi-party grants implemented in South Asian countries
  • Prior experience with global finance teams that are not co-located
